The future of accounting in Latvia is digital. Following the latest amendments to the Law on Accounting (Grāmatvedības likums), the transition to structured electronic invoicing (e-invoicing) is becoming a legal necessity for all entities, including cooperative housing associations.

What’s Changing? The Timeline:

  • 2025:January 1, 2025 (Active): E-invoices are mandatory for all transactions with government and municipal entities (B2G). If your coop bills a municipality, it must be XML.
  • 2026:January 1, 2026: All data from these e-invoices must be transmitted to the State Revenue Service (VID) within 5 business days of issuance.
  • 2028:January 1, 2028: Full B2B mandatory e-invoicing. Every transaction between companies in Latvia, including between coops and utility providers, must be a structured Peppol BIS Billing 3.0 XML file.
